City Council's July 2, 2009
Small warm-up lap before the holidays ...
This evening, arriving at city council, I was surprised that for once there was a crowd in the room, more seats in the stadium and spectators on the margins. Usually, the ranks of assistance are disseminated gold tonight is just the opposite, some councilors have certainly outpaced the appeal of sun, relaxation and aperitifs ...
This unusual peak is justified by the presence of the CGT union territories of our city, but also the young members of the City Council children.
Obviously take the mayor wanted to honor them by going to reverse the normal order of proceedings, to show them how you do the work of Councillors. The result will tell whether it was a good idea.
Among the important deliberations passed unanimously
Some significant examples for which the mayor did not fail to point out the uniqueness of the device and only available as part of the CUB Pessac:
- Construction of a dining room and restructuring of the former Office for Recreation Centre Romainville, amounting to 1254 € 180.60 uro.
- Right of first refusal on the main commercial centers, and grants of land for retail space from 300 to 1000 sqm.
- Piloting an encounter zone boundary without sidewalks or lights, with a vehicle speed limited to 20km/heure deadlock Candau.
- Purchasing a house as a dwelling and allocation of function in accordance with the code of DGS communities and status.
- Authorization of Mayor to seek renewal of contract of Urban Social Cohesion (CUCS), whose main beneficiaries are the districts of Saige, Arago and Lark Chestnut-High Livrac, amounting to 162 000 € uro.
- Hall Construction "special events and sports, which accommodates 1,000 spectators and features a car park 1000 sqm all for a basic budget of € 13,000,000 uro.
- Request for allocation of funds for the rehabilitation of FISAC Mall Cape Bos, amounting to € 535,000 including € 29,150 uro uro charged to the merchant GIE!
Early warning signs of a stormy City Council
Two discussions, one on the reclassification of the library media center in Camponac Jacques Ellul and the other on the implementation of a device to sustain the position responsible for contracts in Employment Assistance (PPA) .
On the Media, Dominique Monnier for the modem was surprised that we gave for the 2nd time this name to a municipal facility, or there is already a hall in Jacques Ellul and Jean Eustache, not to mention the financial cost is not communicated. Sylvie Trautmann has in turn questioned the consistency between the designation of the tram "Camponac Media" and is rechristened the place of culture, part of a neighborhood.
Regarding the EAC, Isabelle Ufferte for the NPA, was opposed to any form of employment assistance that hides most often in a roundabout way to have skills at low cost.
For the first question, the mayor has cracked a response claiming that the opposition was decidedly a problem with the culture, since during the campaign list "Taking Action Together" had denounced the staggering cost of the complex Jean Eustache. As for the response to Mr Miss Ufferte Haurie, it was more as the Free, not responding to the question. Same for any other matter relating to the allocation of commercial space of 60m ² € 120,000 for which a Councillor asked whether advertising had been done. He was told by the rapporteur she did not know how such an allocation. The mayor added that it had been agreed with the applicant who wishes to expand its retail space! Funny way to manage and enforce the law, no response.
The highlight of the evening
The end of the council. The mayor gave a final speech to the NPA representative for outstanding paper on territorial agents, why they were there in numbers this evening. We quickly understand that internal conflict in CCAS, head of the device home help rises in the chamber of the council. Indeed, the recent amendment by the General Council of the specification relating to the care of older people at home and on increasing the opening hours, continuity of services, staff qualifications, does not fit a certain category of staff who feared being fired if they refuse the new rules. For a majority, so devoted to dialogue and to respect the rights of employees, it's certainly a unique thing, but let us not forgetting to make a parallel with the current restructuring in the private sector due to the crisis or for needs of productivity gains.
For the Left is convinced that the political referent yet to hear the claims of workers, it would have been interesting to hear the response from Mr. Haurie was literally shocked and embarrassed at having to respond to such claims in the Chamber.
Also note that, contrary to the Rules of Procedure of the Municipal Council, Ms Ufferte could not assert his right to speak again after the response of the majority.
